Dockerfile: exclude make command from installation, Makefile from addition, optimize layers
docker-compose.{slug}.yml: fill full commands instead of make
Makefile: make docker_check_lint, docker_check_makemigrations run independent of make & prevent commands duplication
README.md, .gitlab-ci.yml: update correspondingly
